Implemented pipe jacking for a 72” diameter storm sewer under an active railroad and beneath a closed landfill to relief serious flooding along the Franklin Turnpike, connecting to the Mahwah and Ramapo Rivers. Prepared area wide hydrologic studies and hydraulic models of the affected drainage basin and designed targeted storage to relieve flooding and allow emergency access between the Mahwah, NJ and Suffern, NY border.
The City of Linden having reached a critical stage in growth and expansion needed Municipal Guidance and relied upon FJR to develop and implement new land use regulations. Frank worked as an extension of City staff to assist city officials monitor development projects to assure compliance with NJ Land Use Development laws. Responsible for preparing site plan reviews, developing performance and maintenance bond procedures and providing engineering oversight for field inspection of all land development work including onsite and offsite improvements within the City.
City of Orange Water Department is a public community water system consisting of wells and other ground water sources. The system’s source water originates from ground water wells located in the South Mountain Reservation aquifers, outside the city limits within the Town of Millburn, NJ.

In addition to municipal engineering, FJR’s expertise encompasses the following disciplines: building systems, geotechnical, inspection and testing, site design/landscape architecture, structural, and transportation.

Performed a study of non-point-source of pollution, inspecting the entire army base looking for areas where pollution could be reduced. Prepared reports for the appointed Special Case Master as part of an environmental class action remedy.
Mahwah, New Jersey. Design potable water treatment system linking a series of wells for public water supply into a single new treatment system upon the existing DPW facilities. Included design of various well and piping system modifications and remote-control systems.
Mahwah, New Jersey. Reviewed proposed site plans and developments for the water department and prepared reports for the planning and zoning board. Identified necessary improvements and prepared designs and reports for the Mayor and Council.
Assisted with construction of new state-of-the-art solid waste compaction, separation and transfer station with heavy railroad connection within active landfill at the Bergen County New Jersey Baler and Transfer Facility.
Garden City, New York. Compared computer models of water system and identified and analyzed solutions to low pressure problems and designed system improvements.
Hohokus, New Jersey. Design potable water treatment system for public water supply including a new wellhouse and air stripping tower made to look like a residential home with a chimney and low noise design, fitting into the neighborhood seamlessly.
Freehold High School, New Jersey. The Colts Neck Regional High School Campus is served by a private wastewater treatment system which recycles a portion of its from for a greywater recycling use within the building and discharges to the ground via a leaching field onsite. Prior to 2014, the treatment system was not operating properly, and the authority began to receive NJPDES violations. Frank was hired to operate and maintain the existing wastewater treatment system. Frank's team, with their experiences were successful in restoring the treatment system to a reliable operating state; no further violations have been received since. In addition to maintaining the treatment plant, Frank provided all the engineering support.
